ANNOUNCEMENT

Ohio law authorizes state agencies to adopt, amend, or rescind rules in accordance with Chapter 119. of the Revised Code (RC).

Three rules in medical transportation chapters of the Ohio Administrative Code (OAC) and three rules in scope of practice chapters of OAC 4765 were filed with proposed amendments with the Joint Committee on Agency Rule Review (JCARR), and a public hearing has been scheduled.

The public hearing regarding the proposed amendment of rules 4766-2-08, 4766-3-13, and 4766-4-09 and 4765-12-04, 4765-16-04, and 4765-17-03 is scheduled for Thursday, February 13, 2020 at 9:00 a.m. in the ODNR Division of Geological Survey Horace R. Collins Laboratory located at 3307 South Old State Road, Delaware, Ohio 43015. 

Amendments include adding CO-oximetry to the emergency medical responder scope of practice, adding Ketamine to the advanced emergency medical technician scope of practice, and revising the paramedic scope of practice to permit non-emergent ambulance transport of a stable patient less than sixteen years of age who has a chronic condition requiring a tracheostomy tube and a ventilator in specific circumstances.

Ambulance rule 4766-2-08 is amended to correct a reference.  Ambulette rule 4766-3-13 is amended to specify that the required passenger assistance training is to be completed once every three years.  Mobile intensive care unit rule 4766-4-09 corrects the interval for required periodic mechanical safety inspections for certain vehicles from 20,000 miles to 25,000 miles.
