#GMVEMSC Training: FW: Major Active Shooter Exercise in Greene County

We still have opening for EMS agencies, both RTF and non-RTF agencies, to participate in a large, full-scale active shooter exercise. 

Dayton MMRS, under contract with Greater Dayton Area Hospital Association, puts on multiple active shooter exercises for hospitals and public safety personnel.  Our next exercise will be August 25th, based at the Wright-Patt Credit Union Corporate Office (WPCU) (3560 Pentagon Blvd., Beavercreek OH). The exercise is being conducted with Soin Medical Center and Greene Memorial Hospital, but the incident scene will be at WPCU. Exercise will begin for RTF and law enforcement at 1130 Hours.  Exercise will end by no later than 1600, and probably earlier.  BTW, this will be a challenging tactical scenario.

 

The scenario in each exercise involves an active shooter/homegrown violent extremist who creates a mass casualty incident (MCI) using firearms and an IED.  Our prelude to the exercise is a simulated Joint Intelligence Bulletin saying there has been chatter about attacks in West Central Ohio.  This exercise is titled, “Dawn of a New Day,” and has multiple goals:

  • Exercise law enforcement and EMS on response to an MCI.
  • Exercise the ability of law enforcement and EMS to integrate using the Rescue Task Force (RTF) concept during an active shooter incident (ASI).
  • Exercise hospital response to an MCI, including nearly all areas of the hospital (ED, OR, ICU, etc.)

 

We need involvement from EMS, both RTF and non-RTF agencies.  Patients will be triaged, treated, and transported, with a full ICS structure in place. 

 

Your personnel will have the opportunity to actively participate.  The exercises will each start with moulaged victims who have been pre-placed, a “perpetrator” running through and firing, “Contact” officers neutralizing that perp, the IED, then the warm zone RTF response, followed by EMS transport and the hospital response.  Media will be invited to the event.
