ANNOUNCEMENT

Ohio law authorizes state agencies to review existing administrative rules every five years to determine if a rule should be rescinded, amended, or continued without change.

 Several rules in O.A.C. 4765 chapters were filed for five year review with the Joint Committee on Agency Rule Review (JCARR) in January 2019.  These rules became effective on April 1, 2019.  The rules govern curriculums; training and continuing education; public hearings; definitions and EMS titles; organization of the EMFTS board and its committees, subcommittees, and workgroups; regional physician advisory boards (RPABs); and procedures for approval of additional services outside of the scope of practice.

The amended and new rules that became effective on April 1, 2019 are in the following chapters:

A summary of the general revisions made to the EMS rules includes:

  • Correcting punctuation, spelling, grammar, and content.
  • Revising the titles and dates of items incorporated by reference.
  • Adding the omitted EMT-paramedic language in rule 4765-1-02.
  • Revising rule 4765-2-03 (Committees, ad hoc committees, subcommittees, and workgroups.) concerning appointments and terms.
  • Providing language to describe the process for a “greater than 90-day” extension for holders of a certificate to teach.
  • Adding rule 4765-6-07 to explain the new Rescue Task Force (RTF) awareness training requirements.
